Born in England, Segar was the youngest member of the BBWAA when he went to spring training with the Dodgers at age 17 for the Brooklyn Citizen. In 1926, he moved to the New York Mirror. When General Eckert was elected Commissioner of Baseball, Segar was appointed to the Commissioner ‘s office. He was secretary-treasurer of baseball at his retirement in 1971.
