Herr was a minor league pitcher and manager who joined the Cardinals as a scout in 1913, and also scouted for the Tigers, Yankees, and Indians. He secured Bill Doak for the Cardinals and Bill Dickey for the Yankees, and unsuccessfully tried to get Carl Hubbell a tryout with the Tigers.
