Who was the first pitcher to use an intentional walk as a strategy?

The first person to use the intentional walk as a strategy was New York Giants manager William Gleason, in 1896. Gleason told his pitcher, Jouett Meekin, to walk Chicago slugger Jimmy Ryan to get weak hitter George Decker. Decker struck out to end the game.
